True for the past and the present. This next bit is not true, but might be part of the weird rationalisation in Washington for trying to ignore Syria.
'But in Syria, U.S. strikes against the Islamic State would inadvertently help the regime of President Bashar al-Assad militarily and politically legitimize Damascus at the expense of the opposition there.'
